What is the LARGE WHITE SPECK ON MY FISH READ THE WHOLE THING?

This morning i noticed a small white speck on my neon tetra fish by midday it covered all of his fin now its in a ring around his body what is it?!? ITS NOT ICH!!what is it how is it treated is at all and is it contagious
