Will these players end up in the Hall of Fame?

Belle has already come and gone off the AA ballot. Even if he receives another candidacy, either through the VC (in whatever form it exists at the time) or a general renewal through revision of the eligibility conditions, it's hard to envision a plaque with Belle on it, as he apparently had few friends in the game.
